Bartlett homes

Most Bartlett houses went up between 1970 and 1999.

The Census Bureau puts the median year built in Bartlett at 1992. The 1990s were the biggest building decade, with about 26 percent of all homes, and roughly six in ten were built between 1970 and 1999. The city says it grew rapidly in the 1970s and 1980s.

The oldest part of town is a different job. The city’s survey of the Old Bartlett Historic District covers a neighborhood laid out in the late 1850s, with 71 properties surveyed on streets including Sycamore View, Court, Blackwell, Woodlawn and North, the oldest dating to 1861. The city’s guidelines describe its well-treed lots, and shade grows mildew, which is washed off before any paint goes on.

Bartlett is its own city, so permits come from the City of Bartlett, not Memphis or the county. Painting needs no building permit: the city’s building code lists painting and similar finish work among the jobs that need none. Other work does need one: a new fence, a detached structure such as a shed, a deck more than 30 inches high, and siding or window replacement. Code Enforcement, (901) 385-6425, can confirm for your project.

The city’s property maintenance code also expects exterior surfaces to be kept in good condition. Peeling, flaking and chipped paint is to be eliminated and the surfaces repainted, and exterior wood, other than decay-resistant wood, needs paint or another protective treatment. Two things can add a step before you start:

  • Old Bartlett Historic District. The city adopted it in 2002. Its guidelines let normal maintenance and repairs go ahead without approval from the Historic Preservation Commission, require approval for exterior alterations, and do not mention paint color. Before changing colors, call Planning & Economic Development at (901) 385-6417.
  • Your HOA. The city’s neighborhoods page lists 82 neighborhoods and marks 35 of them as having an HOA, among them Brunswick Farms, Castle Ridge and Kirby Lakes. Association rules come from your covenants, not city code, so ask whether yours reviews exterior colors.
