Know first that the Town does not require a permit just to paint, that an HOA may review your exterior colors, and that newer houses often still have builder-grade flat paint inside. The Census Bureau’s American Community Survey (2020–2024) puts the median Arlington home at 2005. The Town’s own figures show the boom: 2,569 residents in the 2000 Census and 11,517 in 2010, which the Town calls the second-fastest growth in Tennessee.
- Outside. If a house from the 2000s has never been repainted, its paint is about as old as the house. A first full exterior repaint is washed, scraped where loose and primed where bare, then two coats.
- Inside. The first repaint of a newer house is often over builder-grade flat paint, which scuffs easily and does not wipe clean. A better paint in the right finish is the usual fix, often eggshell or satin in hallways, kids’ rooms and family rooms (see the sheen guide).
- Color changes. Going from a dark or strong color to a light one can need primer under the two finish coats.

Design review is aimed at business property: the Design Review Committee reviews non-residential projects, including those in Depot Square’s historic district, and signs. The Depot Square Overlay District guidelines have a Paint and Color section (era-appropriate colors, a limited number of colors, and brick painted only if it is mismatched or too deteriorated to stand up to weather), but they are written mainly for commercial and multi-family property. If your house is in or near Depot Square, ask the Town before you pick colors.
Your neighborhood may have rules of its own. The Town’s voluntary registry lists 25 homeowner associations and neighborhoods, from Arlington Trace to Windsor Place, and says it is not complete.
